Rochester the county seat of Monroe County. The city forms the core of the larger Rochester metropolitan area in Western New York, with a population of just over 1 million residents. Throughout its history, Rochester has acquired several nicknames based on local industries; it has been known as "the Flour City" and "the Flower City" for its dual role in flour production and floriculture, and as the "World's Image Center" for its association with film, optics, and photography. The city has a population of approx 211,328 people in an area of 35.7 square miles.

The Rochester Fire Department - includes over 500 uniformed and non-uniformed members, which represent the ethnicity of the community as a whole. The department was established with the mission of saving lives and property. This was accomplished primarily by fire fighting. Although the mission is still the same, firefighters on the department today perform various other duties as well. Firefighters respond to numerous emergency situations, such as, vehicle extrication, medical emergencies, high-level rescue, hazardous materials incidents, structural collapse, swift water rescue, and many more emergency operations.
